The Infrastructure Rehabilitation Program - Power is being implemented through an Indefinite Quantity Contract with Louis Berger Group/Black and Veatch. FY 07 funds will be used to incrementally fund Task Orders issued for: the rehabilitation of the Darunta and Kajakai Power Plants; the construction of transmission lines; the Sheberghan Gas Field assessment; operation and maintenance support; and technical assistance for cross-border power trade. These activities aim to reduce Afghanistan’s dependence on expensive diesel fuel and combine imported power with domestically-generated power in order to expand access to reliable and affordable energy services. When completed, these activities will impact about 59% of the Afghan population, or over 13 million people. By the end of FY 08, power generation capacity will increase by an additional 66 MW, 442 km of transmission lines will be constructed, engineering designs will be completed, and three Power Purchase Agreements will be prepared for signature for power imports.
