Rule of Law Reform includes both the Afghan Governance and Legal Reform Project, which ended in November 2006, and the Afghanistan Rule of Law Project, a judicial training program which began in October 2004 and is ongoing. 

  • The Bonn Process/Judicial Reform was a part of the governance and legal reform initiative, ended with the adoption of the London Compact and the ANDS process and impacted all provinces in Afghanistan.   

In FY 07 Checchi will continue activities in the Project’s three components: strengthening court systems and education of legal personnel; law reform and legislative drafting; and building linkages between the formal and informal justice systems. Specific FY 07 results in these three project areas will include: 1) the increased use of and confidence in the formal justice system through more efficient and transparent court processes and improved legal education for judges, aspiring judges, legal aid practitioners, and university law students; 2) development of the legal framework through drafting of priority legislation and improvement of the legislative process; and 3) increased gender equity and adherence to human rights norms through the initiation of a national policy dialogue on the role of the informal justice system and the rights of women under Islam. Target populations include government officials, the general public, and university students.
