The Strategic Provincial Roads (SPR) Program focuses on improving the quality of provincial roads in the east (Ghazni, Khost, Kunar, Laghman, Nangarhar, Paktika, and Paktya Provinces) and the south (Daykundi, Hilmand, Kandahar, Uruzgan, and Zabul Provinces) of Afghanistan. Through SPR, USAID will rehabilitate an estimated 1,500 to 2,000 kilometers of provincial roads to an all-weather engineered non-asphalt road standard. The program also includes special development assistance components, such as capacity building for Afghan construction firms and community outreach activities. The core objective of this program is to increase stability and security in eastern and southern Afghanistan by rehabilitating provincial roads and increasing institutional capacity to facilitate efficient movement of goods and people; increase access to government and social services; decrease ethnic divisions between regions; facilitate development of the agriculture sector; increase local capacity for sustainable road construction, rehabilitation and maintenance; and provide employment opportunities for the people of Afghanistan.
