The three year Land Titling and Economic Restructuring Activity (LTERA), implemented by Emerging Markets Group Ltd., promotes a new property rights regime and tenure security for millions of Afghans. This is accomplished through the liquidation of state-owned enterprises (SOEs), new mapping and land surveying standards, legislation, and the formalization of property rights. LTERA’s approach involves analyzing the existing legal framework of land administration, including issues related to property adjudication and registration, mapping and land surveying, formalization of informal property rights, identifying gaps in the framework, and making appropriate recommendations to the Government of Afghanistan to improve land administration. LTERA’s economic restructuring component assists the Ministry of Finance and eleven line ministries with the privatization of SOEs through the liquidation, long term leases, international tenders, and corporatization of state owned assets. Expected results include the liquidation of eight SOEs and three banks, and the privatization of four SOEs and the Afghan National Insurance Corporation.
