The Building Education Support Systems for Teachers Project (BESST), a five year project awarded in January 2006, works directly with the Ministry of Education (MOE) to improve the quality of education. BESST’s goal is improving education quality for all by (i) improving teacher performance and (ii) building MOE capacities in education planning, management, and policy making.  Special emphasis has been placed on developing teacher education curricula and support programs that promise not only to improve learning outcomes for Afghan children but also to provide the basis on which teaching and learning can be effectively evaluated.  By developing national competency standards for teachers and administrators, along with teacher and administrator education systems and curricula, BESST intends to create the conditions whereby the MOE can articulate who is qualified to be a credentialed primary school teacher.  Integral to this goal and overall capacity building is the establishment of a national Educational Management and Information System.
