The Local Governance and Community Development (LGCD) Program, implemented by DAI and ARD, is the follow-on to PRT-QIP. Although there will continue to be a small infrastructure component, the new program will place far greater emphasis on activities that:
- strengthen the capacity of local government to deliver services and address the needs of citizens living in Afghanistan’s provinces;
- encourage meaningful community participation in the identification and implementation of development projects and strengthen ties between these communities and local government officials;
- address development issues that are driving local instability and support for insurgency.
The main objective of the program is to help the Government of Afghanistan (GoA), in partnership with local communities, develop the capacity to identify and address the issues that are driving continued violence in outlying provinces. The ultimate goal is to help the GoA and local citizens develop the institutions, processes, and practices that will create a stable environment for long-term political, economic, and social development
