In support of developing Afghanistan’s gas sector and a 150 – 200 megawatt gas-fired generation plant, USAID is working with the Ministry of Mines (MoM) to identify necessary steps and products to attract private investors to develop the gas fields and construct and operate the gas-fired electricity generation plant. Additionally, USAID is assisting the MoM to organize the rehabilitation of the existing Northern Fertilizer and Power Plant (NFPP) and corresponding pipeline. USAID has established a Project Management Unit at the MoM that is providing technical, legal, and other assistance to the MoM and the Afghanistan Geological Survey to track Sheberghan gas and electric power related activities and associated infrastructure, and is coordinating MoM and multiple donors’ efforts to upgrade the NFPP. This project is creating the foundation for the U.S. Government to enter into an on-budget agreement with MoM to develop Afghanistan’s gas sector. USAID provided technical assistance for procurement services, and for quality assurance oversight services during installation and commissioning of the gas and power related infrastructure.
