The overarching goal of the AWDP is to increase employment placements, salaries/wages, self-employment opportunities, and business training, with linkages to credit, business development support and job placement services. The project will accomplish this goal by increasing access to and quality of labor market-driven vocational education and training (TVET) and business management training programs. The AWDP is comprised of two components. Component 1 focuses on providing capacity building support to Afghan public and private-sector and non-governmental organization TVET providers by improving the quality and accessibility of TVET to the unemployed, underemployed, and other vulnerable groups through partnerships. This component will be realized through an implementing partner contract. Component 2 will provide capacity-building support to Afghan private and public-sector business training providers by improving the quality and accessibility of business training programs at the BA level and targeted continuing education and professional development needs through partnerships with private and public-sector business institutes and universities. This component will be realized through on-budget assistance provided to the Afghan government and implemented through a Program Management Unit established at the Ministry of Education, with the collaboration of the Ministry of Labor, Social Affairs, Martyrs and Disabled and the Ministry of Higher Education. The project will strengthen the capacity of the Afghan government and privatesector business/vocational training and education institutes through a mix of on-budget grants, technical assistance, and training.
