Mayor of Kabul Mohammad Yunos Nawandish, Minister of Information and Culture Sayed Makhdoom Rahin and USAID Mission Director Dr. Ken Yamashita cut the ribbon to inaugurate the first Citizen Information Center (CIC) at the Kabul City Municipal Building.

Citizens Information Center (CIC) is located within the Kabul municipal offices in downtown Kabul.
The Kabul Municipality inaugurated today the first Citizen Information Center (CIC) in Afghanistan. The CIC is located within the Kabul municipal offices in downtown Kabul. The CIC was created by the United States Agency for International Development (USAID) in collaboration with Kabul Municipality.
“I am pleased to inaugurate this center with the support from the American people. The U.S. Government has helped the Kabul Municipality in infrastructure and capacity building programs,” – said Mayor of Kabul Mohammad Yunos Nawandish.
The CIC is a one-stop shop, allowing citizens to access information regarding municipal services, regulations and administrative procedures.
“By opening up the Citizen Information Center, the Kabul Municipality has taken the necessary procedural and administrative steps to become a more transparent, accountable and effective government for the people of Kabul,” – said USAID Mission Director Dr. S. Ken Yamashita.
It is anticipated that the CIC will greatly improve Kabul Municipality’s efficiency and effectiveness in the delivery of municipal services by providing a physical and electronic access point to obtain information, access municipal offices, and conduct business with the municipality to Kabul residents.
Kabul’s population has skyrocketed from one and a half million to almost six million residents in the past
decade. This increase has challenged the municipal government’s capacity to deliver services. To address these challenges, Kabul Municipality and USAID launched the Kabul City Initiative (KCI) project in October 2010. The project aims to enhance the capacities of Kabul Municipality’s administration, increase own-source revenue, provide effective and responsive service delivery through municipal departments and offices, improve critical infrastructure, and enhance the long-term sustainability and financial viability of Kabul Municipality.
